Uruguay has few national rules for HVAC servicing, so today the time saved is reason enough to adopt. But the Protocol and Kigali already bind the country, and UNIDO is one of the four agencies that implements them, training and certifying the technicians who handle these refrigerants. The obligation exists. What is missing is the record that proves it was met.
